دور الجامعة في صنع السياسة العامة وانعكاساتها الاجتماعية

Abstract

يتبيّن من خلال هذه الدراسة أن الجامعة تمثل ركيزة أساسية في بناء المجتمعات وتوجيه مساراتها التنموية، ليس فقط من خلال دورها التقليدي في التعليم وإنتاج المعرفة، بل أيضاً من خلال إسهامها في صياغة السياسات العامة التي تمس مختلف جوانب الحياة الاجتماعية والاقتصادية. لقد أكدت نتائج البحث أن مساهمة الجامعة في صنع القرار السياسي لا تزال دون المستوى المأمول، بالرغم من توفر الإمكانات البشرية والمعرفية القادرة على تقديم حلول علمية للمشكلات العامة. ويذهب هذا القصور إلى ضعف التنسيق المؤسسي، وغياب آليات واضحة لدمج البحوث الأكاديمية في عمليات اتخاذ القرار، إضافة إلى محدودية الدعم والتمويل الموجه للبحث العلمي المرتبط بالسياسات العامة. وعلى الرغم من هذه التحديات، أظهرت الدراسة أن حضور الجامعة في مجال السياسات العامة ينعكس بشكل ملموس على الواقع الاجتماعي، من خلال دعم العدالة والشفافية، وتحسين فعالية السياسات العامة، وترسيخ أسس الحكم الرشيد. من هنا، تبرز الحاجة إلى تمتين العلاقة بين الجامعات وصنّاع القرار، وبناء شراكات استراتيجية تُمكّن الجامعة من أداء دورها الوطني كمصدر موثوق للمعرفة والمشورة، يسهم في بناء سياسات أكثر عدلاً وكفاءة واستجابة لاحتياجات المجتمع.

This study demonstrates that the university plays a fundamental role in shaping societies and guiding their development paths—not only through its traditional function of education and knowledge production but also through its contribution to the formulation of public policies that affect various aspects of social and economic life. The findings confirm that the university’s involvement in policymaking remains below expectations, despite the availability of academic and research capacities capable of offering scientific solutions to public issues. This limited role is largely due to weak institutional coordination, the absence of clear mechanisms for integrating academic research into decision-making processes, and insufficient funding for policy-oriented research. Nevertheless, the study highlights that the university’s engagement in public policy has a tangible positive impact on the social sphere by promoting justice, enhancing the effectiveness of public policies, and strengthening the principles of good governance. Accordingly, there is a pressing need to reinforce the relationship between universities and policymakers, and to build strategic partnerships that enable the university to fulfill its national role as a reliable source of knowledge and expertise—contributing to the development of more just, efficient, and responsive policies that meet the needs of society.
