Abstract:
شهدت الجزائر خلال العشرية السوداء، فترة من الصراع المسلح بين الحكومة والجماعات المسلحة الإسلامية بعد إلغاء الانتخابات التي أظهرت فوز الجبهة الإسلامية بالبرلمان. تم تطبيق عدة مشاريع للمصالحة والتسوية خلال هذه الفترة، منها إنشاء لجنة الحوار والمصالحة الوطنية في عام 1995 وبرنامج الوئام المدني في عام 1999.
في عام 2005، صدر الميثاق الوطني للسلم والمصالحة الوطنية في الجزائر كجزء من جهود تعزيز مبادئ العدالة الانتقالية وتحقيق المصالحة الوطنية. يشمل الميثاق إجراءات مثل العفو عن المسلحين الذين يسلمون أنفسهم وتعويض الضحايا، بهدف تحقيق التسوية وإعادة بناء الثقة في المؤسسات، وتحقيق المصالحة الوطنية في الجزائر.
إن ميثاق السلم والمصالحة الوطنية لعب دورًا هامًا في تعزيز مبادئ العدالة الانتقالية في الجزائر. من خلال توفير إطار قانوني وسياسي للمصالحة والتسوية، ساهم الميثاق في تعزيز العدالة والتسامح في المجتمع الجزائري. ومع ذلك، لا يزال هناك حاجة لمزيد من الجهود لتنفيذ الميثاق بشكل كامل وفعال لضمان تحقيق أهدافه بشكل شامل.
During the Black Decade, Algeria witnessed a period of armed conflict between the government and Islamic armed groups after the cancellation of elections that showed the victory of the Islamic Front in parliament. Several reconciliation and settlement projects were implemented during this period, including the establishment of the National Dialogue and Reconciliation Committee in 1995 and the Civil Harmony Program in 1999. In 2005, the National Charter for Peace and Reconciliation was issued in Algeria as part of efforts to promote transitional justice principles and achieve national reconciliation. The charter includes measures such as amnesty for militants who surrender themselves and compensation for victims, aiming to achieve settlement and rebuild trust in institutions, and achieve national reconciliation in Algeria. The National Charter for Peace and Reconciliation played a significant role in promoting transitional justice principles in Algeria. By providing a legal and political framework for reconciliation and settlement, the charter contributed to enhancing justice and tolerance in Algerian society. However, there is still a need for further efforts to fully and effectively implement the charter to ensure the achievement of its objectives comprehensively.
