الخلاصة:
تعتبر الوضعيات القانونية الأساسية للموظف العام التي جاء بها الأمر 06/03 المؤرخ في 15/07/2006 والمرسوم التنفيذي 20/373 هي من أهم الاجراءات التي تعتري الموظف العمومي أثناء مساره المهني فمن هذه الوضعيات وضعيات قانونية أساسية تتمثل في وضعية القيام بالخدمة وأخرى الاستثنائية تتمثل في وضعية الانتداب والاحالة على الاستيداع ووضعة خارج الاطار ووضعية الخدمة الوطنية فخصها المشرع الجزائري بتبيان و اعتماد اجراءات قانونية لابد منها في اطار القانون الأساسي للموظف العمومي.
The fundamental legal statuses of civil servants, as established by Law No. 06/03 dated July 15, 2006, and Executive Decree No. 20/373, represent some of the most significant procedures affecting public employees throughout their professional careers. These statuses include both essential legal positions, such as active service, and exceptional ones, such as secondment, placement on leave of absence, out-of-frame assignment, and national service. The Algerian legislator has specifically addressed these statuses by outlining and adopting mandatory legal procedures within the framework of the General Statute of the Civil Service.
