Abstract

ﺷﻬﺪ ﺍﻟﻌﺎلم في ﺍﻟﺴﻨﻮﺍﺕ ﺍﻷﺧيرﺓ ﺗﻐيرﺍﺕ ﺟﺬﺭﻳﺔ، ﺃهمﻬﺎ ﺍﻟﺘﺤﻮﻝ ﻣﻦ ﺍﻻﻗﺘﺼﺎﺩ ﺍﻟﺼﻨﺎﻋﻲ ﺍلمﻌﺘﻤﺪ ﻋﻠﻰ ﺍلمﻮﺍﺭﺩ ﺍلمﺎﺩﻳﺔ ﺇلى ﺍﻻﻗﺘﺼﺎﺩ ﺍﻟﺮﻗﻤﻲ ﺍلمﻌﺘﻤﺪ ﻋﻞ ﺗﻜﻨﻮﻟﻮﺟﻴﺎ ﺍلمﻌﻠﻮﻣﺎﺕ ﻭﺍﻻﺗﺼﺎﻻﺕ، ﻫﺬﺍ ﻣﺎ ﻳﻔﺴﺮﺗﻮﺟﻪ ﺍلحﻜﻮﻣﺎﺕ في ﺩﻭﻝ ﺍﻟﻌﺎلم ﻟﺘﺒني ﻣﺸﺎﺭﻳﻊ ﺍلحﻜﻮﻣﺔ ﺍﻻﻟﻜﺘﺮﻭﻧﻴﺔ ﺍﻟتي ﺗﻌبر ﻋﻠﻰ ﺃﺣﺪ ﺃﻫﻢ ﺍﻧﺸﻐﺎﻻﻢ ﺑﺎﻋﺘﺒﺎﺭ ﺃﺎ ﺗﺴﺘﺠﻴﺐ ﻟﺘﻄﻠﻌﺎﺕ مخﺘﻠﻒ ﺍﻷﻃﺮﺍﻑ في ﺍﺘﻤﻊ، ﻭﺑﺎﻟﺘﺎلي ﺍﻟﺒﺤﺚ ﻋﻠﻰ ﻣﻔﺎﺗﻴﺢ ﺍﻟﻨﺠﺎﺡ ﻹﺭﺳﺎﺀ ﺣﻜﻮﻣﺔ ﺍﻟﻜﺘﺮﻭﻧﻴﺔ ﻧﺎﺟﺤﺔ ﻣﻦ ﺧﻼﻝ ﺍﻟﻌﻤﻞ ﻋﻠﻰ ﺗﻮﻓير ﺍلمﺘﻄﻠﺒﺎﺕ ﺍﻟﺮﺋﻴﺴﻴﺔ لهﺎ ﺇﺿﺎﻓﺔ ﺇلى تحﻘﻴﻖ ﺍﻻﺳﺘﻔﺎﺩﺓ ﻣﻦ ﺍﻟﺘﺠﺎﺭﺏ ﺍﻟﺮﺍﺋﺪﺓ في ﻫﺬﺍ ﺍﺎﻝ. ﻭﻣﻦ ﻫﻨﺎ ﺗﻈﻬﺮ ﺃهمﻴﺔ ﻫﺬﻩ ﺍﻟﻮﺭﻗﺔ ﺍﻟﺒﺤﺜﻴﺔ ﺍﻟتي ﺪﻑ ﺇلى ﻋﺮﺽ ﻭﺩﺭﺍﺳﺔ ﺃﺣﺪ ﺍﻟﺘﺠﺎﺭﺏ ﺍﻟﻌﺮﺑﻴﺔ ﺍﻟﺮﺍﺋﺪﺓ في مجﺎﻝ ﺍلحﻜﻮﻣﺔ ﺍﻻﻟﻜﺘﺮﻭﻧﻴﺔ ﻭﻫﻲ تجﺮﺑﺔ ممﻠﻜﺔ ﺍﻟﺒﺤﺮﻳﻦ ﻣﻦ ﺧﻼﻝ ﻋﺮﺽ ﺇﺳﺘﺮﺍﺗﻴﺠﻴﺘﻬﺎ ﻟﻠﺤﻜﻮﻣﺔ ﺍﻻﻟﻜﺘﺮﻭﻧﻴﺔ ﻭﺃﻫﻢ ﺍﻟﻨﺘﺎﺋﺞ ﺍﻟتي ﺣﻘﻘﺘﻬﺎ، ﻭﻣﻨﻪ ﺍﺳﺘﻨﺘﺎﺝ ﺃﻫﻢ ﻣﻔﺎﺗﻴﺢ ﺍﻟﻨﺠﺎﺡ ﺍﻟتي ﺳﺎهمﺖ في ﺇﺭﺳﺎﺀ ﺣﻜﻮﻣﺔ ﺍﻟﻜﺘﺮﻭﻧﻴﺔ ﻧﺎﺟﺤﺔThe world has witnessed in recent years radical changes; the most important is the transformation from industrial economy based on material resources to numerical economy depended upon information and communication technologies, This alteration explicitly explains the government's tendency in the world to adopt Electronic Government projects which are regarded as one of the most important of their concerns as they respond the expectations of the various parties in the community, and therefore searching the success keys for the establishment of successful Electronic Government by working to provide the main requirements, and benefits from the most pioneering experiences in this area. It then highlights the importance of this research paper, which aims at exposing and studying one of the Arabian leading experience in Electronic Government field, that is Bahrain Kingdom experience by exposing its Electronic Government strategy during & the most significant achievements, thus unveil the most important success keys and factors that contributed in the establishment of the successful Electronic Government.
