متطلبات ومعوقات تطبيق الادارة الإلكترونية في القطاع العام "تجربة وزارة الصحة

Abstract

إن الإدارة الإلكترونية كونها عملية حديثة تنتهي الى ربط البيئة التنظيمية بمجتمع المعلومات فهي تحتاج إلى قدرات اساسية مختلفة، تتجاوز الحد الادنى المطلوب الى ما هو ابعد من ذلك، وقد تتعدى قطاع النشاط الواحد، ولا يمكن بأي حال من الاحوال تطبيقها دون هذه المتطلبات، لاسيما لدى الدول حديثة العهد بالتحول الرقمي التي تسعى جاهدة الى اللحاق بالركب التقني، لما لها من مميزات وتعقيدات تقنية وأثر بالغ على جودة العمل الاداري والفني، وعليه فقد حاولت هذه الدراسة أن تسلط الضوء على اسباب التحول، المتطلبات والمعوقات الأساسية لتطبيق الإدارة الإلكترونية، مع الإشارة إلى الصعوبات التي تعرقل هذه العملية بشكل عام وتحديدا في قطاع الصحة، وهذا بالتركيز في الجزء التطبيقي على رأس الهرم الصحي اين يكمن مركز القرار وموطن تحديد الرؤى والاهداف الوطنية. وذلك بالاعتماد على مشروع الاستراتيجية الوطنية لرقمنة القطاع والعمل المنجز تبعا لها، وقد خلصت الدراسة علاوة على الاشكالات التقنية والقانونية المتعلقة بالتنفيذ في الميدان، الى وجود قصور في تصور وتصميم الاستراتيجية الرقمية للدائرة الوزارية وربطها بالأهداف الوطنية والتدخلات الرقمية في القطاعات المماثلة وغياب نسبي لبعض القدرات لاسيما منها القدرات البشرية المؤهلة واللازمة للدفع بعجلة الرقمنة في جميع مستويات النظام الصحي القائم، إضافة الى عدم الجدية الملحوظ في تبني القيود والتدابير الأمنية والتنظيمية والتقنية الجاري العملElectronic administration, being a modern process that ends up linking the organizational environment with the information society, needs different basic capabilities, beyond the minimum required beyond that, and may exceed the sector of one activity, and it cannot be applied in any way without these requirements, especially in countries new to digital transformation that strive to catch up with the technical, because of its advantages and technical complexities and a significant impact on the quality of administrative and technical work, and therefore this The study should shed light on the reasons for transformation, the basic requirements and obstacles to the application of emanagement, with reference to the difficulties that hinder this process in general, specifically in the health sector, and this is by focusing on the applied part at the top of the health pyramid where the decision center lies and the place of determining national visions and goals. Based on the draft national strategy for the digitization of the sector and the work carried out accordingly, In addition to the technical and legal problems related to implementation in the field, the study concluded that there is a deficiency in the conception and design of the digital strategy of the ministerial department and linking it to national goals and digital interventions in similar sectors, and the relative absence of some capabilities, especially the qualified human capabilities necessary to advance the wheel of digitization at all levels of the existing health system, in addition to the noticeable lack of seriousness in adopting the security, organizational and technical restrictions and measures in force
