دور الخدمات اللوجستية في تطوير التجارة الدولية دراسة شركة سوناطراك حاسي رمل

Abstract

تعتبر الخدمات اللوجستية من أهم العناصر التي تهتم بها المؤسسات الاقتصادية ، و ذلك لضمان تدفق المواد الأولية والعتاد وقطع الغيار والموارد البشرية من بلد المنشأ إلى المصنع ، في الوقت و المكان المناسبين و بالجودة العالية وبوسيلة النقل الأنسب ، لصناعة منتوجات منافسة بأقل التكاليف ، و لذلك وجب الاهتمام بعناصر السلسلة اللوجستية خاصة لدى شركة سوناطراك التي تعتبر العمود الفقري بالنسبة لاقتصاد الدولة الجزائرية ، حيث تقدر نسبة 95 % من صادرات الجزائر من النفط والغاز، وتعتبر هذه الأخيرة همزة وصل بين المصدر و المستهلك. والجزائر كسائر الدول لازالت تسعى في إطار تنمية اقتصادها إلى تطوير قطاع النقل من خلال خلق مؤسسات اقتصادية متخصصة في مجال النقل خصوصا والمجال اللوجستي عموما، ما أدى إلى ظهور تحديات متعلقة بارتفاع تكاليف النقل التي اثرت على مي زان المدفوعات وحركة التجارة الدولية في ظل شركة وطنية وحيدة تتكفل بتغطية عمليات النقل البحري. ومن خلال هذه الدراسة حاولنا دراسة وتحليل مؤشر الأداء اللوجستي الكلي في الجزائر الذي سيحدد لنا مواطن القوة والضعف على مستوى أنشطة اللوجستيك، وكذا دراسة عملية الإدارة اللوجستية على مستوى شركة سونطراك فرع حاسي الرمل. ومن النتائج المستخلصة هو ضرورة تطوير البنية التحتية للنقل بأنواعه في الجزائر لتفعيل التجارة الدولية، إضافة على التخطيط الكفء للإدارة اللوجستية وإدخال التكنولوجيا الحديثة مع توظيف إطارات مؤهلة لتحقيق كفاءة في العملية اللوجستية للنقل والتوزيع داخل الشركة Logistics services are considered one of the most important elements that economic institutions are concerned with, in order to ensure the flow of raw materials, equipment, spare parts and human resources from the country of origin to the factory, at the appropriate time and place, with high quality and with the most appropriate means of transportation, to manufacture competitive products at the lowest costs. Through this study, we tried to study and analyze the overall logistic performance index in Algeria, which will determine for us the strengths and weaknesses at the level of logistics activities, as well as the study of the logistics management process at the level of Sonatrach, Hassi Raml branch. Among the conclusions drawn is the need to develop the transport infrastructure of all kinds in Algeria to activate international trade, in addition to efficient planning for logistical management and the introduction of modern technology with the employment of qualified personnel to achieve efficiency in the logistical process of transportation and distribution within the company.
