دور الديمقراطية التشاركية في تعزيز التنمية المحلية: دراسة تحليلة لبعض النماذج الدولية

Abstract

يعتبر موضوع الديمقراطية التشاركية من أهم المواضيع المتداولة على الصعيد الدولي و يعود ذلك إلى المطالبة الدولية و الأممية بضرورة إشراك الهيئات المجتمع المدني و المواطنين و كافة شرائح المجتمع في عملية صناعة القرار، و ذلك كون أن الديمقراطية التمثيلية التي سبقتها عجزت عن تقليص الهوة بين المنتخبين و الهيئة الناخبة و تآكل الثقة بينهما فضلا عن التشكيك في شرعية الأبنية التقليدية التي تعتمد على الأساس الهرمي التي لم تعد تتماشى مع التطورات و المستجدات الطارئة و خيث أن إقرار الحق في التنمية يعتبر حقا من حقوق الإنسان الغير قابلة للتصرف فيها التي نادت بها المؤسسات الدولية، و هذا الأخير يتأتى إلا من خلال المشاركة الشعبية في تحقيق التنمية على إعتبار أنهم يشكلون الوسيلة و الغاية في آن واحد. هذا إلى جانب إخفاق الدول في تنفيذ السياسات التنموية، و بهذا إعتبرت هذه الأخيرة أن أزمة التمية المحلية تعود بالدرجة الأولى إلى غياب إدارة محلية رشيدة تشجع مشاركة المواطنين و تدعم المجتمع المدني في تدبير الشأن العام، و عليه فإن هذه الدراسة تهدف إلى تجسيد العلاقة بين الديمقراطية التشاركية و دورها في تعزيز التنمية المحلية، و تناولت المفاهيم الأساسية حول الديمقراطية التشاركية و التنمية المحلية.

This is besides the failed of nation the meeting development policies, therefore, the tatter considered the local development arises returns in the first place to the pack of local administration, support citizens to participate and support the civil society to measure the public affairs, so that this study embody the reaction between participatory democracy and his role strength the local development, and dismiss the basis terms about the participatory democracy and local development.
