أثر ندرة العمالة المحلية على المشاريع الكبرى لسنة 2018 : دراسة حالة بولاية غرداية

Abstract

يحتل موضوع التنمية المحلية أهمية كبيرة لدى المجتمعات، حيث سعت هاته الأخيرة نحو تبينيها كظاهرة تشاركية تبدأ من القاعدة وهي المواطن البسيط الذي يسعى نحو تحسين مستوها المعيشي بمعية الجهود المحلية والجهود الحكومية لحصوله على أفضل وأحسن شروط لحياة ذات رفاهية. فأخذت الدولة استراتيجيات لتطبيقها وهي ما يسمى بالسياسات التنموية والتي تنبع من انشغالات المواطن المحلي، وثم ترجمة هاته السياسات على أرض الواقع في شكل مشاريع تنموية وهاته المشاريع وضعت في شكل مخططات وبرامج لابد من وجود عدة فواعل لتطبيقها من بين هاته الفواعل نجد ما يسمى بالعمالة هاته العمالة والتي بالأحرى يجب أن تكون عمالة محلية لكي تعمل بطريقة أفضل وأحسن لكونه المستفيد الأول منها. ومن خلال الدراسة الميدانية لمعرفة مدى تأثير هاته العمالة على المشاريع لكونها الانطلاقة الأولى لها، حيث أن تنفيذها لهاته المشاريع يعني تطبيق السياسة التنمية للدولة وبالتالي الوصول للتنمية المحلية. بمعنى أن العمالة المحلية وإن كانت الحلقة الأضعف في عجلة التنمية المحلية إلا أنها النقطة المركزية والمحورية لانطلاقها.
