Abstract:
بتطور الدولة في النشاط الاقتصادي تطورت معها كافة ادوات السياسة النقدية وادوات السياسة المالية و انعكس
هذا التطور علي مفهوم الانفاق العام و الدي هو محل دراستنا باعتباره الوسيلة التي تستخدمها الدولة لتحقيق
اهدافها الاقتصادية لذلك كان الهدف الرئيسي من دراستنا هو التعرف علي مدي تأثير السياسة النقدية علي
الانفاق العام و كدراسة حالة للاقتصاد الجزائري في الفترة ما بين 1990 - 2021 ، حيث تطرقنا في الجانب
النظري الي مفهوم السياسة النقدية اهميتها، ادواتها، و الي الانفاق العام مفهومه، اسباب تزايده، طرق ترشيده.
اما فيما يخص الجانب التطبيقي قمنا بتحليل العلاقة بين مؤشرات السياسة النقدية و النمو الاقتصادي خلال نفس
الفترة مع الاشارة الي اهداف السياسة النقدية ، تطور كل من الكتلة النقدية و البطالة ، التضخم ، وكذلك تحليل
العلاقة بين السياسة النقدية و الانفاق العام من خلال المقارنة بين الكتلة النقدية و الانفاق العام، و نسبة السيولة
الاقتصادية و سرعة دوران النقود.
وخلصت الدراسة الي مجموعة من النتائج اهمها اخد الانفاق العام الدور الكبير في النشاط الاقتصادي و استمرار
تزايده من اسبابه زيادة الكتلة النقدية التي بسببها انخفضت قيمة العملة الوطنية
With the development of the state in economic activity, all monetary policy tools and financial policy tools have evolved, and this development was reflected in the concept of public spending, which is the subject of our study as the means used by the state to achieve its economic goals. General and as a case study of the Algerian economy in the period between 1990-2021, where we touched on the theoretical aspect of the concept of monetary policy, its importance, its tools, and the concept of public spending, the reasons for its increase, and ways to rationalize it.
As for the practical side, we analyzed the relationship between monetary policy indicators and economic growth during the same period with reference to the monetary policy objectives, the development of the monetary mass and unemployment, inflation, as well as the analysis of the relationship between monetary policy and public spending by comparing the monetary mass and public spending, the economic liquidity ratio and the velocity of money circulation.
The study concluded with a set of results, the most important of which is that public spending has played a major role in economic activity and its continued
increase is one of the reasons for the increase in the monetary mass, due to which the value of the national currency has declined.
