Abstract

تتربع المؤسسات الصغيرة والمتوسطة على أهمية بالغة ضمن النسيج الاقتصادي المعاصر سواءا في البلدان المتقدمة او النامية، نطرا لما تتمتع به من خصائص تسمح ببعث نوع من التوازن القطاعي والجهوي، وتعد الجزائر واحدة من الدول التي تراهن على قطاع المؤسسات الصغيرة والمتوسطة لبعث منتجات جديدة، وخلق الوظائف وتكوين الدخل... ضمن إس تراتيجية التنويع الاقتصادي لإرساء التنمية المستدامة . على الرغم من الأهمية التي تتمتع بها المؤسسات الصغيرة والمتوسطة في خطة التنمية في الجزائر، إلا أنها تعاني مجموعة من مشاهد التحدي، كتعقيد بيئة الأعمال التي تتسم بالمنافسة والتغيرات التكنولوجية والاقتصادية والاجتماعية والثقافية المتسارعة ومشاكل التمويل، والتسويق... وصولا ألى مشاكل أعمق وأوسع تتعلق ببعث المشاريع وتحويل الفكرة المبدعة إلى مشروع قادر على النمو والاستمرار . ضمن هذا السياق تم اعتماد العديد من الآليات والمداخل الاستراتيجة لتعزيز بقاء واستدامة المشاريع الصغيرة والمتوسطة، وقد خُ صِّصت هذه الدراسة للتركيز على حاضنات الأعمال التي تعمل على توفير الخدمات والتسهيلات، والدعم والمرافقة اللازمة لأصحاب المؤسسات الصغيرة والمتوسطة، بهدف إعطائهم دفعا أوليا لتخطي مرحلة انطلاق مؤسساتهم، ومن مثَّ متابعتهم وتأهيلهم بالشكل الذي يجعل هذه المؤسسات الصغيرة والمتوسطة ترقى إلى مكانة المؤسسات الناجحة. وفي سياق الاستفادة من التجارب الدولية الناجحة، من خلال الاعتماد على حاضنات الأعمال لدعم المؤسسات الصغيرة والمتوسطة، فإن تشخصيها في الجزائر أسفر عن حداثة التجربة فيها وعدم نضوجها، وعليه تم اقتراح حاضنة أعمال أكاديمية لجامعة تبسة تعمل على احتضان الأفكار المبدعة وبعثها في صورة مشاريع مصغرة وصغيرة ومتوسطةSmall and medium enterprises are located on a critical importance within the contemporary eco-nomic fabric، whether in developed or developing countries، due to its characteristics that allow the creation of a kind of sectorial and regional balance.
