The attitude of the local powers towards Ottoman entry, which preferred their personal interest over the stability of the country, was between a supporter and an opponent in chapter II, while in chapter III it reviewed the position of scholars, tribes and people.
It came to the conclusion that local leaders preferred their personal interests over the security of the country and its citizens, and when the Ottoman State was stationed, they felt the loss of their power and influence.
