Abstract

ىدفت الدراسة إلذ معرفة الدكر الذم يلعبو الدراقب الدالر لحماية الداؿ العا كمكافحة الاختلبسات الدالية كالفساد الدالر، إضافة إلذ كشف الالضرافات كبرديد أسبابها كالعمل على إصلبحها من أجل منع تكرارىا مستقبلبن، كذلك للحفاظ على الأمواؿ العامة للدكلة. كقد تم تقسيم الدراسة إلذ فصلتُ: الفصل الأكؿ يتعلق بالجانب النظرم كالذم تناكلنا فيو مفاىيم عامة حوؿ الرقابة الدالية القبلية كالدراقب الدالر كالدؤسسات العمومية الإدارية، أما الفصل الثاني: فيتعلق بالجانب الديداني الذم اعتمدنا فيو على الاستبياف لتوضيح الدكر الذم يقو بو الدراقب الدالر في الرقابة القبلية على مشاريع الدؤسسات العمومية الإدارية كمعرفة إجراءات الرقابة الدالية القبلية بناءنا على دراسة حالة لدشركع إلصاز مديرية البيئة. كلقد توصلنا إلذ عدة نتائج منها أف للمراقب الدالر دكر فعاؿ في الحفاظ على الداؿ العا كأنو يقو بتطبيق مهامو كمسؤكلياتو كفق القوانتُ كالتشريعات الدعموؿ بها. Objective of this study to know the financial Comptroller involve to protect public finance and the fight against financial embezzlement and financial corruption, and also to detecting deviations and identify causes and work to repair with a view to prevent their recurrence in the future, so as to protect the public finances of the state. The study is divided into two chapters: the first chapter regards theoretical side which we dealt with the general concepts about tribal Financial Supervision, the Comptroller and administrative public institutions. The second chapter concerns the practical aspect, which we relied with on questionnaire to clarify the role of the Controller in the tribal control over the management of public institutions, projects and knowledge of financial control procedures tribal depending study of project completion Environment Directorate stutus . We have reached several conclusions, including that of the Controller active involve in preserving public finance and that it will apply the functions and responsibilities in accordance with the laws and regulations.
