Abstract

تطبيق الإدارة الإلكترونية كآلية يمثل إستراتيجية محورية يمكنها إضفاء نتائج إيجابية على عمل الأجهزة الإدارية الحكومية، ويحقق مقدار من المصداقية في عمل مؤسساتها، فالتوجه نحو نشر المعلومات الضرورية أمام طالبي الخدمات،كما يقضي على عنصر الشك لدى المواطن، ويقلل من حدة العلاقة الصراعية بينه وبين مؤسسات الخدمة العمومية، عن طريق خلق مؤسسات عمومية تتصف بالفعالية والكفاءة وتستجيب لاحتياجات المواطنين. مقابل ذلك توجهت التج ربة الجزائرية في مجال الخدمات الإلكترونية لتمثيل نقطة تحول هامة في وظائف المؤسسات العمومية، خاصة مع ارتفاع عدد طالبي الخدمات في المدن ذات الكثافة السكانية، وبذلك لم تعد الحاجة كي يتنقل المواطن إلى مكان تواجد الخدمة، بما يوفر عليه الجهد والوقت واختزال المسافات أثناء طلب الخدمة L'application de l'administration électronique en tant que mécanisme représente une stratégie pivot qui peut conférer des résultats positifs au travail des agences administratives gouvernementales et atteindre une certaine crédibilité dans le travail de ses institutions. La tendance est de diffuser les informations nécessaires devant le service demandeurs, car elle élimine l'élément de suspicion chez le citoyen et réduit l'intensité de la relation conflictuelle entre lui et les institutions de service public, en créant des institutions publiques efficaces et efficientes qui répondent aux besoins des citoyens. D'autre part, l'expérience algérienne dans le domaine des services électroniques a eu tendance à représenter un tournant important dans les fonctions des institutions publiques, notamment avec l'augmentation du nombre de demandeurs de services dans les villes densément peuplées, et donc plus la nécessité pour le citoyen de se déplacer sur le lieu du service, en lui épargnant des efforts et du temps et en réduisant les distances lors de la demande de service
