تأثير تكنولوجيا المعلومات على الاتصال الحكومي دراسة ميدانية للمؤسسة الجزائرية لصناعة الأنابيب "ALFA PIPE" غرداية –بنورة-

Abstract

هدفت هذه الدراسة إلى معرفة مدى مساهمة نظام تكنولوجيا المعلومات في الرفع من كفاءة الإتصال الحكومي، وتسليط الضوء على الاطار العام لتكنولوجيا المعلومات وتحديد القواعد الرئيسية لها ومعرفة مدى تطبيقها في المؤسسة الجزائرية لصناعة الأنابيب alfa pipe، اعتمدنا على المنهج الوصفي التحليلي من أجل تكوين خلفية علمية حول موضوع دراستنا وذلك من خلال التعرف على جميع جوانب نظام تكنولوجيا المعلومات والإتصال الحكومي والعلاقة بينهما، وتناولنا جانبا من الدراسات السابقة التي كانت في سياق موضوعنا، وقمنا بتحديد عينة لتطبيق دراستنا عليها تمثلت في مؤسسة alfa pipe لصناعة الأنابيب وتم توزيع استمارات الاستبيان على أفراد العينة ليتم بذلك الحصول على 37 نسخة صالحة للتحليل الاحصائي، لنقوم بعدها بتحليلها بواسطة برنامج الحزمة الاحصائية SPSS من أجل الحصول على نتائج لدراستنا. وكانت أهم النتائج المتوصل لها هي توفر مؤسسة صناعة الأنابيب –بنورة غرداية- على أغلب عناصر الاتصال الحكومي، ووجود نظام تكنولوجيا معلومات متكامل وفعال في المؤسسة يساعد في الزيادة من كفاءة الاتصال الحكومي. أما التوصيات المتوصل إليها هي استقطاب خبراء ومختصين في مجال تكنولوجيا المعلومات من أجل إقامة دورات تكوينية عملية مما يزيد الثقة لدى العاملين، كما يجب على جميع المؤسسات الاقتصادية تطوير أنظمة تكنولوجيا المعلومات والاتصال تماشيا مع المعايير والارشادات الوطنية. This study aimed to know the extent of the contribution of the information technology system in raising the efficiency of government communication, and its shedding light on the general framework of information technology and identifying the main rules for it and knowing and the extent of its application in the Algerian institution for the manufacture of pipes Alfa Pipe. And we relied on the descriptive analytical approach in order to form a scientific background on the subject of our study by identifying all aspects of the information technology and government communication system and the relationship between them, and we dealt with part of the previous studies that were in the context of our topic, and we identified a sample to apply our study on it, which was represented by the Alfa Pipe Foundation for the manufacture of pipes, the questionnaire forms were distributed to the sample members so that 37 copies were obtained valid for statistical analysis, to be analyzed by the statistical package SPSS program from In order to obtain the results of our study. The most important results reached were the availability of the Pipe Industry Corporation - Bounoura Ghardaia - on most elements of government communication, and the presence of an integrated and effective information technology system in the firm that helps increase the efficiency of government communication. The recommendations reached are to attract experts and specialists in the field of information technology in order to hold practical training courses, which increases workers confidence, and all economic firms must develop information and communication technology systems in line with national standards and guidelines
