دور الإبتكار التكنولوجي في تسيير النفايات - دراسة لعينة من المؤسسات مراكز الردم التقني بغرداية

Abstract

تسعى هــذه الــــدراسة إلى تــسليط الضـوء على نــشاط الابتكار التكنولوجي كآلية لتسيـير الأمـثـل لنفايات من عملية الجمع ورفع ونقل النفايات المنزلية إلى معالجتها وإعــادة تــدويرها من خــلال دراسـة حالة مؤسسة تسيير مراكز الردم التقني بولاية غرداية ودور الابتكار التكنولوجي بهــذا الـنــشاط خــلال فـتــرة تاريخ فتح هذه المراكز إلى غاية سنة 2021 . اعتمدنا في هــــذه الــدراســـة على المــنــهــج الوصــفي بأســلوبيه النظري والميداني باستخدام أسلوب المقابلة كأداة لجمع البيانات ، ومنــهــج دراســة حــالة في الشق الـتــطـــبـــيـــقي عـــن طـــــريق دراســـة مســحــية لـوثائــــق المـؤسســــة بالإضافة إلى مقابلة عدد من الاطارات والمسيرين بداخلها وكذلك مقابلة أحد الأطراف المتعاقدة مع المؤسسة تتمثل في مؤسسة تيسكوبا– القرارة . وقـــــــد أوضــــحـــت دراســـتــنــا إلى ضـــــرورة وجــود الابـــتكار الـتــكــنــولوجـي بهــاذه المؤســســة وذلك لــــتكــريس أفــضل الأساليب و التقنيات الصديقة للبيئة للحد من ظاهرة التلوث وجعلها مصدرا للدخل بعد أن كانت مصدرا لتكلفة بالتنسيق مع جميع الفاعلين خاصة المجتمع الدني . كما خــلصت دراستنا في الأخير إلى جمــلــة مــــن الـــنـتـائــج والتوصيات ترمي إلى المساهمة الفعالة للمراكز الردم التقني في الرفع من كفاءة قطاع إعادة التدوير المخلفات المزلية في ولاية غرداية . This study seeks to shed light on the activity of technological innovation as a mechanism for the optimal management of waste from the process of collection, lifting and transportation of household waste to its treatment and recycling through a case study of the establishment of the management of technical landfill centers in the state of Ghardaia and the role of technological innovation in this activity during the opening of these centers until the date of the year 2021. In this study, we relied on the descriptive approach with its theoretical and field methods using the interview method as a tool for data collection, and a case study approach in the practical part through a survey study of the institution’s documents in addition to an interview with a number of frameworks and managers inside it, as well as an interview with the institution - one of the contracting parties in the TescopeFoundation . Our study indicated the necessity of technological innovation in this institution in order to devote the best environmentally friendly methods and techniques to reduce the pollution phenomenon and make it a source of income after it was a source of cost in coordination with all actors, especially the civil society. Finally, our study concluded with a set of results and recommendations aimed at the effective contribution of the technical landfill centers in raising the efficiency of the domestic waste recycling sector in the state of Ghardaia.
