Abstract:
تناولت هذه الدراسة تأثير النظرية الحديثة لإدارة الموارد البشرية على كفاءة المراجع الخارجي، حيث أكدت على أهمية التكامل بين المهارات الفنية والإنسانية لتعزيز جودة المراجعة. واعتمدت الدراسة على المنهج الوصفي من خلالقياس كفاءة المراجع الخارجي لعناصره الثلاثة (التأهيل العلمي المناسب، الخبرة المهنية الملائمة، التعليم والتدريب المستمر)، بالإضافة إلى النظريات الحديثة لإدارة الموارد البشرية وعلى المنهج التحليلي من خلال اسقاط تلك النظريات المستخدمة في الموارد البشرية محاولة من الباحثين استخدامها في رفع كفاءة المراجع الخارجي في الجزائر، أظهرت النتائج أن تطوير القدرات البشرية للمراجع الخارجي من خلال التدريب المستمر، والتطوير المهني، والالتزام بالقيم الأخلاقية يساهم بشكل كبير في تحسين الأداء وضمان موثوقية التقارير المالية. توصي الدراسة بضرورة تبني المؤسسات استراتيجيات شاملة تركز على إدارة وتطوير الكفاءات البشرية للمراجعين الخارجيين.This study examined the impact of modern human resource management theory on the efficiency of external auditors, emphasizing the importance of integrating technical and human skills to enhance audit quality. The study relied on a descriptive approach by measuring the efficiency of external auditors based on their three components (appropriate academic qualifications, appropriate professional experience, and continuing education and training). It also utilized modern human resource management theories and an analytical approach by applying these theories used in human resources, in an attempt by researchers to use them to enhance the efficiency of external auditors in Algeria. The results showed that developing the human capabilities of external auditors through continuous training, professional development, and adherence to ethical values contributes significantly to improving performance and ensuring the reliability of financial reports. The study recommends that institutions adopt comprehensive strategies that focus on managing and developing the human competencies of external auditors.
