التمويل الحكومي كآلية لدعم المؤسسات الناشئة في الجزائر - دراسة حالة ميدانية من جهة نظر أصحاب المؤسسات الناشئة

Abstract

تهدف هذه الد ا رسة إلى معرفة مدى مساهمة التمويل الحكومي كآلية لتعزيز دعم المؤسسات الناشئة بالج ا زئر، ولبلوغ هذا الهدف تم استخدام المنهج الوصفي، وإج ا رء د ا رسة ميدانية من خلال تصميم استبيان الكتروني، وتوزيعه على عينة بلغ عددها 58 فردا من أصحاب المؤسسات الناشئة والمشاريع المبتكرة، تمت معالجة البيانات باستخدام برنامج التحليل الإحصائي (SPSS26) ، وكانت أهم النتائج المتوصل ما يلي: - أن صندوق تمويل المؤسسات الناشئة ASF بالج ا زئر يعتبر بديلا مقبولا لدعم المؤسسات الناشئ ة . - أن واقع المؤسسات الناشئة محل الد ا رسة الميدانية جيد جدا، خاصة ما يتعلق بنم وها المستمر، واستدامتها، وتحقيقها للربحية، وخلقها لمناصب الشغل، وعليه فالج ا زئر توجه سياساتها نحو تسهيل إنشاء هذه المؤسسات ودعم ركائز تطويره ا . - أن المؤسسات الناشئة بالج ا زئر استفادت من بعض م ا زيا صندوق تمويل المؤسسات الناشئة ASF كإحدى آليات التمويل الحكومي في الج ا زئ ر . - أنه يوجد أثر ذو دلالة إحصائية لمختلف السياسات والب ا رمج الحكومية على زيادة فرص النمو، الاستدامة، الربحية وخلق مناصب الشغل في المؤسسات الناشئة بالج ا زئر بدرجة متوسط ة، فالسياسات والب ا رمج الحكومية ساهمت بدرجة متوسطة في زيادة هذه الأبعاد .This study aims to find out the extent of the contribution of government funding as a mechanism to enhance support for startups in Algeria. To achieve this objective, a descriptive approach was adopted, and a field study was conducted by designing an electronic questionnaire distributed to a sample of 58 individuals, consisting of startup owners and innovative project leaders. The data were processed using the statistical analysis software (SPSS26), and the key findings were as follows: • The Algerian Startup Fund (ASF) is considered an acceptable alternative for supporting startups in Algeria. • The current state of the startups included in the field study is very good, particularly in terms of their continuous growth, sustainability, profitability, and job creation. Consequently, Algeria is directing its policies toward facilitating the establishment of these startups and supporting the pillars of their development. • Startups in Algeria have benefited from some of the advantages offered by the Algerian Startup Fund (ASF) as one of the government funding mechanisms in Algeria. • There is a statistically significant impact of various government policies and programs on increasing opportunities for growth, sustainability, profitability, and job creation in Algerian startups to a moderate degree. Thus, government policies and programs have contributed moderately to enhancing these dimensions.
