التوازن المالي في المؤسسة العمومية الاقتصادية وحدود التطهير المالي دراسة حالة مؤسسة الجزائرية للمياه"وحدة غرداية "2021/2023

Abstract

تهدف هذه الدراسة إلى معرفة ما المقصود بالتوازن المالي والتطهير المالي في المؤسسات الاقتصادية ومن أجل ذلك تم إسقاط هذه الدراسة، على المؤسسة الجزائرية للمياه وحدة غردايةخلال الفترة من 2021 إلى 2023 ، وذلك بالاعتماد على أداة المقابلة وتحليل القوائم المالية المختلفة، وتم تقسيمالبحث إلى فصلين فصل نظري والثاني تطبيقي. قد توصلنا من خلال هذه الدراسة إلى مجموعة من النتائج أهمها أن للتوازن المالي أهمية بالغة في توجيه المؤسسة وتنظيم قراراتها المختلفة أما التطهير المالي فهو حل يظهر بعد الاختلال المالي من أجل الحد من العسر المالي وقد اقترحنا من خلال الدراسة أنه يجب على المؤسسة أن تواجه مشاكلها المتعلقة بالعجز المالي من خلال تطبيق نظام صارم يحد من المشاكل التي تظهر في القوائم المالية والتي من شأنها أن تهدد استقرار المؤسسة وعدم ضمان استمرار نشاطها و عملية التطهير المالي هو عبارة عن حل يمكن أن يعتمد عليه، كما يجب أخذ الحيطة والحذر أثناء اتخاذ القرارات المالية التي تهدف للنهوض بالمؤسسة This study aims to know what is meant by financial balance and financial purification in economic institutions. For this purpose, this study was applied to the National Water Company –ADE- Ghardaia Unit, during the period from 2021 to 2023, relying on the interview tool and analysis of the various financial statements. The research was divided into two chapters, a theoretical chapter and the second an applied chapter Through this study, we have reached a set of results, the most important of which is that financial balance is of great importance in directing the institution and organizing its various decisions. As for financial purification, it is a solution that appears after the financial imbalance in order to limit the financial difficulty. We have suggested through the study that the institution must confront its problems related to the financial deficit by applying a strict system that limits the problems that appear in the financial statements which could threaten the stability of the institution and prevent the continuity of its activity andfinancial purification process is a reliable solution and caution must be taken when making financial decisions aimed at advancing the institution
