التحوؿ الرقمي كآلية لتفعيل الاتصاؿ الاداري في الدؤسسات العمومية الجزائرية - دراسة حالة بمديرية الادارة المحلية لولاية الاغواط

Abstract

هدفت هذه الدراسة إلى فهم أثر التحول الرقمي على فعالية الاتصال الاداري في مديرية الادارة المحلية لولاية الاغواطباستخدام المنهج الوصفي، وتم إجراء الدراسة على عينة تقدربـ (215) موظف وموظفةمن مختلف مصالح المديرية، كما اعتمد على الاستبيان كأداة لجمع البيانات، أما بخصوص تحليل البيانات فتم الاعتماد على البرنامج الاحصائي للعلوم الاجتماعية Spss24للوصول الى النتائج واختبار الفرضيات المقترحة، ومن خلال ما سبق تم التوصل الى جملة من النتائج كان أهما:  يوجد مستوى جيد من التحول الرقمي والاتصال الاداري في مديرية الادارة المحلية لولاية الاغواط  يوجد أثر ذو دلالة إحصائية للتحول الرقمي على فعالية الاتصال الإداري في مديرية الادارة المحلية لولاية الأغواط؛  يوجد أثر ذو دلالة إحصائية (للمتطلبات التكنولوجية والموارد البشرية الرقمية) على فعالية الاتصال الاداري في مديرية الادارة المحلية لولاية الأغواط؛  يوجدفروقذاتدلالةاحصائيةفي متوسطاتإجاباتالعينةالمدروسةحولالتحول الرقميتعزىلمتغيرالجنس و المؤهل العلمي، المستوى الوظيفي و التحكم في الإعلام الآلي؛  يوجدفروقذاتدلالةاحصائيةفي متوسطاتإجاباتالعينةالمدروسةحول الاتصال الاداريتعزى للأقدمية،المستوى الوظيفي و التحكم في الإعلام الآلي

في مديرية الادارة المحلية لولاية الأغواط؛This study aimed to understand the impact of digital transformation on the effectiveness of administrative communication in the Directorate of Local Administration in Laghouat using the descriptive approach. The study was conducted on a sample of (215) employees from various departments of the Directorate. A questionnaire was used as the data collection tool. For data analysis, the study relied on the Statistical Package for Social Sciences (SPSS 24) to obtain results and test the proposed hypotheses. Based on the findings, the study reached several conclusions, the most important of which are:  There is a good level of digital transformation and administrative communication in the Directorate of Local Administration in Laghouat.  There is a statistically significant impact of digital transformation on the effectiveness of administrative communication in the Directorate of Local Administration in Laghouat.  There is a statistically significant impact of (technological requirements and digital human resources) on the effectiveness of administrative communication in the Directorate of Local Administration in Laghouat.  There are statistically significant differences in the average responses of the study sample regarding digital transformation attributed to variables such as gender, academic qualification, job level, and computer literacy.  There are statistically significant differences in the average responses of the study sample regarding administrative communication attributed to seniority, job level, and computer literacy.  يوجد فروؽ ذات دلالة احصائية في متوسطات إجابات العينة ابؼدروسة حوؿ التح وؿ الرقمي تعزى بؼتغتَ ابعنس و ابؼؤىل العلمي، ابؼستوى الوظيفي و التحكم في الإعلا اآلفِ؛  يوجد فروؽ ذات دلالة احصائية في متوسطات إجابات العينة ابؼدروسة حوؿ الاتصاؿ الاداري تعزى للأقدمية، ابؼستوى الوظيفي و التحكم في الإعلا اآلفِ
