البرامج الوطنية لتطوير الطاقات المتجددة في الجزائر (دراسة تحليلية للإنجازات والمعوقات)

Abstract

تتناول هذه الدراسة موضوع البرامج الوطنية لتطوير الطاقات المتجددة في الجزائر من خلال تحليل الإنجازات التي تحققت منذ إطلاق البرنامج الوطني سنة 2011، واستعراض أبرز المعوقات التي حالت دون تحقيق الأهداف المسطرة. وتندرج هذه الدراسة في إطار السعي إلى فهم واقع التحول الطاقوي في الجزائر، في ظل التحديات الاقتصادية والبيئية المتزايدة، وتوجه الدولة نحو تنويع مصادر الطاقة وتقليص الاعتماد على المحروقات، حيث تم تعديل هذا البرنامج الطموح عدة مرات منها سنة 2015 وسنة 2020، وهذا يعود لعدة أسباب منها ظهور متغيرات جديدة في ساحة الاستثمار في الطاقات المتجددة. تكشف هذه الدراسة من خلال تحليل الوثائق الرسمية والدراسات السابقة للموضوع، أن الجزائر قد أحرزت بعض التقدم في إنشاء محطات للطاقة الشمسية وطاقة الرياح، إلا أن وتيرة الإنجاز ظلت دون الطموحات المعلنة، حيث لم يتم تحقيق الأهداف المرسومة سوى نسبة قليلة منها، ويُعزى هذا التباطؤ إلى جملة من العوامل أبرزها: ضعف التمويل، التعقيدات الإدارية، غياب الحوافز الاستثمارية، نقص الكفاءات التقنية وتداخل صلاحيات الهيئات المعنية، كما تعاني هذه البرامج من نقص التنسيق المؤسساتي، وضعف البنية التحتية اللازمة لاستقبال الطاقة المنتجة، والاعتماد الكبير على التكنولوجيا المستوردة. وتخلص الدراسة إلى أن تجاوز هذه التحديات يتطلب إعادة هيكلة المنظومة التشريعية والتنظيمية، وتوفير بيئة جاذبة للاستثمار في الطاقات المتجددة، وتعزيز القدرات الوطنية في مجال البحث والتطوير، بما يضمن تسريع وتيرة التحول نحو الطاقة النظيفة وتحقيق التنمية.

This study addresses the topic of national programs for the development of renewable energy in Algeria by analysing the achievements realized since the launch of the National Program in 2011, and by reviewing the main obstacles that have prevented the attainment of its stated goals. The study falls within the broader effort to understand the reality of Algeria’s energy transition, considering increasing economic and environmental challenges, and the state’s orientation towards diversifying energy sources and reducing reliance on fossil fuels. The program ambitious in its initial vision has undergone several revisions, notably in 2015 and 2020, largely due to the emergence of new variables in the renewable energy investment landscape. Through the analysis of official documents and previous studies on the subject, the research reveals that Algeria has made some progress in establishing solar and wind energy plants. However, the pace of implementation has remained well below the declared ambitions, with only a small fraction of the set objectives achieved. This slowdown is attributed to several factors, most notably: weak financing mechanisms, administrative complexities, the absence of attractive investment incentives, a shortage of technical expertise, and overlapping responsibilities among involved institutions. Additionally, the programs suffer from a lack of institutional coordination, inadequate infrastructure to accommodate the produced energy, and a heavy dependence on imported technology. The study concludes that overcoming these challenges requires a restructuring of the legislative and regulatory framework, the creation of an investment-friendly environment in the renewable energy sector, and the strengthening of national capacities in research and development essential steps to accelerate the transition toward clean energy and ensure sustainable development.
