أهمية الروابط الثقافية والدينية في تنمية شراكات استراتيجية بين الجزائر ودول الساحل الإفريقي

Abstract

أفرز تنامي الاهتمام بالمتغيرات الثقافية والدينية في حقل العلاقات الدولية بعد الحرب الباردة إلى توظيفها كمصادر لقوة ناعمة تعتمدها الفواعل الدولية لتمرير أجنداتها وتحقيق التأثير والنفوذ الإقليمي والدولي لها، وعليه اهتمت العديد من دول العالم إلى تفعيل مصادر قوتها الناعمة لتحقيق النجاح في السياسة الدولية وبتكاليف أقل بكثير مما قد تخسره في حالة اكتفائها بمصادر القوة الصلبة. والجزائر من بين الدول التي تزخر بالعديد من الإمكانيات والمقومات الثقافية والدينية التي تؤهلها للعب الدور الريادي إقليميا ودوليا، فهي بذلك تمتلك أبرز مقومات القوة الناعمة اتجاه مجالها الحيوي الإفريقي والذي يطلق عليه منطقة الساحل الإفريقي (موريتانيا- مالي- النيجر) وتربطها معها حدود مباشرة، وتاريخ عريق من العلاقات الاجتماعية والاقتصادية، فضلا عن الثقافية والدينية المتأصلة، وقد أدرك صانع القرار الجزائري منذ أن تحررت المنطقة ككل من الاستعمار الأجنبي، بضرورة بناء علاقات استراتيجية أمنية بالدرجة الأولى من أجل الحفاظ على سلامة الأمن الإقليمي، كما سعى في نفس الوقت إلى الاهتمام بالروابط الثقافية والدينية التي تساهم بشكل كبير في تنمية تلك العلاقات. إن الأهمية الاستراتيجية لمنطقة الساحل الإفريقي جعلتها محط أطماع القوى الكبرى بالعالم، فلا زالت تشهد العديد من التدخلات الأجنبية التي تسعى إلى استنزاف خيراتها سواء باستخدام القوة الصلبة تحت ذرائع متعددة أبرزها الحرب على الإرهاب، أو باستخدام القوة الناعمة كما هو الحال عبر استخدام التبعية الثقافية للاستعمار الفرنسي القديم، وكل هاته التحديات وغيرها تعد عائقا كبيرا أمام نمو العلاقات الاستراتيجية البينية بين الجزائر ودول الساحل الإفريقي. وعلى الرغم من ذلك، إلا أن الجزائر بالإمكانيات والرصيد الكامن لقوتها الناعمة -القائمة بشكل أساسي على قوة الروابط الثقافية والدينية التي تملك بوادرها- يُمَكّنُها تَفْعيله من خدمة مصالحها العليا ضمن بيئتها الحيوية الإفريقية، إذ أن تفعيل قوتها الناعمة يسهل عليها وبشكل كبير تنمية شراكاتها الاستراتيجية مع دول الساحل الإفريقي، ومن خلال هاته الشراكات الاستراتيجية تكتسب الدولة الجزائرية المكانة والنفوذ الإفريقي والإقليمي الذي تستحقه، وبناءً عليه تستطيع توحيد الجهود لمكافحة كل أشكال التهديد والعنف وعدم الاستقرار في المنطقة ككل، وزرع بوادر التنمية الفعالة وخلق مجال حيوي للرفاهية الاقتصادية للدول المشتركة.

Since the region as a whole was liberated from foreign colonialism, the Algerian decision-maker has realized the necessity of building strategic security relations in the first place in order to maintain the integrity of regional security. Algeria has sought at the same time to pay attention to the cultural and religious ties that contribute to Significantly in developing these strategic relations between them and the countries of the African Sahel region. The strategic importance of the African Sahel region has made it the focus of the ambitions of the major powers in the world. It is still witnessing many foreign interventions that seek to drain its resources, whether by using hard power under various pretexts, most notably the war on terrorism, or by using soft power, as is the case by using cultural subordination to old French colonialism. All of these challenges and others are a major obstacle to the growth of intra-strategic relations between Algeria and the African Sahel countries. Despite this, Algeria, with the capabilities and latent balance of its soft power - based mainly on the strength of the cultural and religious ties that it possesses - enables it to activate it to serve its highest interests within its vital African environment, as activating its soft power greatly facilitates the development of its strategic partnerships with The African Sahel countries, and through these strategic partnerships, the Algerian state gains the African and regional status and influence it deserves, and accordingly it can unite efforts to combat all forms of threat, violence, and instability in the region as a whole, plant signs of effective development, and create a vital field for the economic well-being of the participating countries.
