Abstract: نظرا ﻟﻸهمﻴﺔ ﺍﻟتي ﺗﻮﻟﻴﻬﺎ ﻭﺯﺍﺭﺓ ﺍﻟﺼﺤﺔ ﻟﺮﻗﻤﻨﺔ ﺍﻟﻘﻄﺎﻉ، ﺟﺎﺀﺕ ﺩﺭﺍﺳﺘﻨﺎ ﻟﺘﺴﻠﻂ ﺍﻟﻀﻮﺀ ﻋﻠﻰ ﺍلجﻬﻮﺩ ﺍلمﺒﺬﻭﻟﺔ في ﺳﺒﻴﻞ ﺭﻗﻤﻨـﺔ ﺇﺩﺍﺭﺓ ﺍلمﻮﺍﺭﺩ ﺍﻟﺒﺸﺮﻳﺔ ﺑﺎلمﺆﺳﺴﺎﺕ ﺍﻟﻌﻤﻮﻣﻴﺔ ﻟﻠﺼﺤﺔ، ﻭﺍﻟتي ﺪﻑ ﻣﻦ ﺧﻼلهﺎ ﺇلى ﺗﻮﺿﻴﺢ ﺃهمﻴﺔ ﺭﻗﻤﻨﺔ ﺍلمﻮﺍﺭﺩ ﺍﻟﺒﺸﺮﻳﺔ ﺑﺎلمﺆﺳﺴﺔ ﺍﻟﻌﻤﻮﻣﻴـﺔ ﺍﻻﺳﺘﺸﻔﺎﺋﻴﺔ ﺑﺎﻟﻘﺮﺍﺭﺓ ﻭﻛﺬﺍ ﺍﻟﻮﻗﻮﻑ ﻋﻠﻰ ﺃﻫﻢ ﺍﻟﺼﻌﻮﺑﺎﺕ ﻭﺍﻟﻌﺮﺍﻗﻴﻞ ﺍﻟتي ﺗﺼﻌﺐ ﻣﻦ ﺍﻟﻌﻤﻠﻴﺔ، ﻭﺧﻠﺼﺖ ﺩﺭﺍﺳﺘﻨﺎ ﺇلى ﻋﺪﻳﺪ ﺍﻟﻨﺘﺎﺋﺞ ﺃهمﻬﺎ ﺃﻥ ﻭﺯﺍﺭﺓ ﺍﻟﺼﺤﺔ ﻗﺎﻣﺖ ﺑﺘﺴﺨير ﻣﻨﺼﺘين ﺇﻟﻜﺘﺮﻭﻧﻴﺘين ﺘﻤﺎﻥ ﺑﺎلمﺴﺎﺭ ﺍلمﻬني ﻟﻠﻤﻮﻇﻒ، ﻛﻤﺎ ﺃﻥ ﺍﻟﺮﻗﻤﻨﺔ ﺗﻮﻓﺮ ﻗﺪﺭ ﻛـﺒير ﻣـﻦ ﺍلمﺮﻭﻧﺔ في ﺗﺴﻴير ﺍلمﻮﺭﺩ ﺍﻟﺒﺸﺮﻱ ، ﻷﺎ ﺗﻌﻤﻞ ﻋﻠﻰ ﺍﻻﺳﺘﺠﺎﺑﺔ ﺍﻟﺴﺮﻳﻌﺔ ﻟﻸﻋﻤﺎﻝ، ﻭﺗﻘﻠﻞ ﻣﻦ ﻋﺪﺩ ﺍلمﻮﻇﻔين ﺍﻟﺴﺎﻫﺮﻳﻦ ﻋﻠـﻰ ﻫـﺬﺍ ﺍلمﻮﺭﺩDue to the importance that the Ministry of Health attaches to digitalization of the sector, our study came to shed light on the efforts made to digitalize human resources management in public health institutions. We aim to clarify the importance of digitalizing human resources in the public hospital of El Oued, as well as to identify the main difficulties and obstacles that hinder the process. Our study concluded with several results, the most important of which is that the Ministry of Health has deployed two electronic platforms that focus on the professional path of the employee. Digitization also provides a great deal of flexibility in managing human resources, as it works to respond quickly to tasks and reduces the number of employees responsible for this resource.
