دور الجباية المحلية في تمويل ميزانية الجماعات المحلية دراسة حالة بلدية غرداية ( 2020-2015 )

Abstract

هدفت الدراسة الى التعرف على الإيرادات الضريبية العائدة الى الجماعات المحلية ومدى مساهمتها في ميزانية التسيير و التجهيز و الاستثمار الخاصة بها من خلال دراسة تحليلية لميزانية بلدية غرداية خلال الفترة من 2015 الى سنة 2020 و قد خلصت الدراسة إلى أن الضرائب المباشرة والرسوم المماثلة من أهم مصادر تمويل ميزانية الجماعات المحلية وخاصة البلدية باعتبارها الجماعة الإقليمية القاعدية للدولة، وذلك لما تحمله من أهمية كبيرة في تغطية نفقاتها وتحقيق برنامجها التنموي وذلك بمساهمتها في إجمالي إيراداتها. The study aimed to identify the tax revenues belonging to local authorities and the extent of their contribution to their management, equipment and investment budget through an analytical study of the budget of the municipality of Ghardaia during the period from 2015 to 2020, and the study concluded that direct taxes and similar fees are one of the most important sources of financing the budget of local authorities, especially the municipality as the grassroots regional group of the state, because of its great importance in covering its expenses and achieving its development program by contributing to total revenues
