Abstract

نخلص أن الجماعات المحلية تلعب دورًا محوريًا في النظام الإداري اللامركزي، حيث تهدف إلى توزيع الوظائف بين السلطة المركزية والهيئات المحلية لتخفيف الأعباء الملقاة على السلطة المركزية، وتحقق ذلك عن طريق منح البلديات والولايات الصلاحيات اللازمة لتقريب الإدارة من المواطن، وقد تم تضمين هذا في القوانين والدساتير. كما تسعىبجدية لتحقيق نسب إقتصادية عالية من خلال المشاركة في الاستثمار المحلي، مما يزيد من عائدات الميزانية المحلية ويساهم في تحقيق خطط التنمية المحلية في جميع المجالات. وعلى الرغم من كل العوائق نجحت في التغلب على تلك المشاكل من خلال اعتماد مجموعة من الإصلاحات التي شملت الإدارة المحلية والجوانب التنظيمية والمالية والاقتصادية، حيث يعد الجانب المالي والإقتصادي عنصرًا حاسمًا في التنمية ومحركًا للإستثمار. We conclude that local communities play a pivotal role in the decentralized administrative system, aiming at the distribution of functions between the central authority and local bodies to alleviate the burden placed on the central authority, and this is achieved by granting municipalities and states the necessary powers to bring the administration closer to the citizen, this is included in laws and constitutions. They also earnestly pursue high economic ratios through participation in domestic investment, increasing domestic budget returns and contributing to local development plans in all areas. Despite all the obstacles, they have succeeded in overcoming these problems by adopting a set of reforms that include local governance, regulatory, financial and economic aspects, where the financial and economic aspect is a critical element in development and an engine of investment.
