تسيير المرافق العمومية في الجزائر من منظور أدبيات نظم الوظيفة العامة

Abstract

لقد قامت الدولة الجزائرية، بتحديد العديد من الآليات لتطوير تسيير المرافق العمومية وتحسين الخدمات المقدمة للأفراد، كونه يعد ركيزة قيام سياسات الدولة، وهذا القطاع يرتبط مع أهم أداة في حياة الأفراد ألا وهي الوظيفة العمومية وذلك باعتبارها وسيلة من وسائل تقديم الخدمة العمومية، وقد خطت الجزائر العديد من الخطوات المهمة في تطوير هذين القطاعين إلى أن توصلت لصياغة القانون المعمول به حاليا ألا وهو الأمر 06-03 الذي تم من خلاله إدخال العديد من الإصلاحات على نظام التوظيف والتي بدورها تنعكس إيجابا على تسيير المرافق العمومية. والجزائر بدورها وما تشهده من تطورات وتحولات في شتى الميادين خاصة على الجانب الاقتصادي يفرض عليها بالضرورة أن يؤدي قطاعها العمومي بشكل فعال ومميز سواء على المستوى الداخلي أو الخارجي، لأن كفاءة الدولة مربوط بخدماته.

The Algerian State has identified many mechanisms for the development of the operation of public facilities and the improvement of services for individuals, as it is the basis for the establishment of state policies, and this sector is linked to the most important tool in the lives of individuals, namely the public service, as a means of providing public service, and Algeria has taken many important steps in the development of these sectors until it has come to the drafting of the current law, namely, the order 06-03 through which many reforms have been introduced on The employment system, which in turn has a positive impact on the operation of public facilities. Algeria, in turn, and its developments and transformations in various fields, particularly on the economic side, necessarily require it to perform its public sector effectively and distinctively, both internally and externally, because the efficiency of the State is linked to its services.
