دور المجلس الشعبي الولائي في تكريس التنمية المحلية دراسة حالة ولاية غرداية بين 2012/ 2020

Abstract

المجلس الشعبي الولائي في القانون الجزائري تأسّس للإستجابة لحاجيات المواطن المحلي وفي الوقت الراهن مطلب تحقيق التنمية المحلية من أولويات الحاجيات بإعتبارها ضرورة لمواكبة متطلبات العصر، وهاته المذكرة تناولت المجلس الشعبي الولائي غرداية في الفترة الممتدة بين ( 2012-2020) أنموذجا عن المجالس الولائية في الجزائر حيث تمّ الوصول إلى نتائج تبين أن المجلس وجد صعوبة في تحقيق التنمية المحلية في غرداية وهذا راجع للعديد من الأسباب أهمها أن القانون المنظّم لعمل الجماعات الإقليمية يحصر السلطات في يد الوالي المعين مركزيا، بالإضافة إلى غياب التنسيق بين الهيئات الإدارية المحلية وغياب أو تغييب المجتمع المدني الفاعل وهذا ما أثر بالسلب على العمل المحلي، بينما التنمية المحلية هي تشاركية يفصح فيها المجال أمام الجميع للمشاركة في سبيل تحقيق الأفضل والرقي بالمجتمع المحلي وهذا ما ينعكس بالإيجاب على الوطن الذي هو مقسم إداريا إلى جماعات إقليمية التي بترقيتها يرتقي الوطنولذلك إستوجب تعديل النصوص القانونية المنظمة للجماعات الإقليمية لتعطي صلاحيات أكبر للمجالس المحلية والمجلس الشعبي الولائي بالخصوص. The People's Provincial Council in Algerian Law was establishedto respond to theneeds of the local Citizen, and at the present time the demandfor local development is one of the priorities of the needs, considering it anecessity to keep pace with the requirements of the times, and this memorandum dealt withthe People'sProvincialCouncil of Ghardaia in the period between (2012/2020) as amodelfor the wilaya councils in Algeria As conclusions were reached that the council found it difficult to achieve local development in Ghardaia and this is due to several reasons, the most important of which is that the lawregulating the work of regional groups limits the pow between local administrative bodies and The absence of theactivecivil society, andThisnegatively affectedOn local action, betweenwhatlocaldevelopment is participatory, in which thespace isopen for everyone to participatein order to achieve the best and advancement of the local community, and this is reflected in the response to the nation, which is divided administratively into regional groups that are promoted by the homeland. Therefore, itisnecessary toamend the legal texts organizing theregional groupsto give greater powers to the local councils and the wilaya people's assembly in particular
