فعاليـة التنظيم الإداري للولايـة المنتدبـة في تحقيق التنمية المحلية دراسةحالة "الولاية المنتدبة المنيعة"

Abstract

لقد استحدثت الحكومة الجزائرية نظام المقاطعات الإدارية في إطار تقسيم وتنظيم الجماعات الإقليمية ولضمان حسن سير الإدارة العمومية على المستوى المحلي والمزج بين المركزية واللامركزية مثل باقي الدول وكل هذا من خلال المرسوم الرئاسي 140-15 والمرسوم التنفيذي 141-15 الخاصين بالمقاطعات الجديدة سيرها ولاة منتدبون يعملون تحت وصاية الوالي . تحديد عمل هذه الهيئة الإدارية جعل عملها التنموي على مستوى إقليمها بسبب لامركزية قراراتها. ولمعرفة مدى توفيق المشرع الجزائري في هذا المجال اقتضى هذا الأمر دراسة دور النظام الإداري الجديد في النهوض بالتنمية المحلية على مستوى المقاطعات الإدارية المستحدثة.

The Algerian government has introduced a system of administrative districts within the framework of dividing and organizing regional groups and to ensure the proper functioning of public administration at the local level and the combination of centralisation like the rest of the countries , all of this through Presidential Decree 15-140 and Executive Decree 15-141 of modern provinces administered by delegted governors working under Guardianship of the Governor But the nature of the work of this administrative body made its development work at the level of its dregion due to the decentralization of its decisions Inn order to Know the extent to whch the Alerian project has succeeded in this field,it was necessary for us to study the rol of the new administration distrities.
