Abstract

øﺪف دراﺳﺘﻨﺎ إﱃ اﻟﺘﻌﺮﻳﻒ ﲟﺪى ﻓﻌﺎﻟﻴﺔ اﻟﺘﺨﻄﻴﻂ اﻹﺳﱰاﺗﻴﺠﻲ واﻟﺮﻗﺎﺑﺔ ﰲ ﻇﻞ اﳌﺆﺳﺴﺎت اﻟﻌﺎﻣﺔ واﻟﱵ ﺑﺪورﳘﺎ ﳝﺜﻼن اﻟﺮﻛﻴﺰة اﻷﺳﺎﺳﻴﺔ ﰲ ﺗﻄﻮر ﻣﺴﺘﻮى اﻟﻌﻠﻤﻲ ﻣﻦ ﺣﻴﺚ اﻟﺘﺨﻄﻴﻂ اﻟﻔﻌﺎل وﺿﻊ ﺧﻄﻂ ﻧﺎﺟﻌﺔ ﻟﻠﻮﺻﻮل إﱃ ﺣﺪاﺛﺔ اﻟﺘﺴﻴﲑ واﻟﺘﻐﻴﲑ ﰲ اﳌﻨﻈﻤﺎت اﳌﺆﺳﺴﺎﺗﻴﺔ وﻻ ﻧﻨﺴﻰ اﻟﺪور اﻷﻫﻢ ﻟﻠﺮﻗﺎﺑﺔ ﻣﻦ ﻧﺎﺣﻴﺔ اﻟﺘﺴﻴﲑ واﻹﻧﻀﺒﺎط ﰲ ﺗﺴﲑ ﺷﺆؤن اﳌﻮﻇﻔﻴﲔ وﺗﻄﺒﻴﻖ ﻛﺎﻓﺔ اﻹﺳﱰاﺗﻴﺠﺎت ﻋﻠﻰ اﻟﻨﺤﻮ اﻟﻔﻌﺎل وﰲ اﻟﻮﻗﺖ اﳌﻨﺎﺳﺐ ﰲ ﺳﺒﻴﻞ ﲢﻘﻴﻖ رﻗﻲ وﻣﺴﺘﻮى ﺳﻮاء ﻛﺎن ﻋﻠﻰ اﻟﺼﻌﻴﺪ اﻟﻌﻠﻤﻲ واﻟﻌﻤﻠﻲ وﺣﱴ اﻹﻛﺘﻔﺎء اﻟﺬاﰐ ﻟﻠﻤﺆﺳﺴﺔ واﳌﻮﻇﻔﻴﲔ وإﺳﺘﻐﻼل اﻷﻣﺜﻞ ﻟﻠﻮﻗﺖ واﳉﻬﺪ ﺑﺴﺒﺐ ﺗﻄﺒﻴﻖ اﳌﻨﻬﺞ اﻟﺼﺤﻴﺢ ﻟﻠﺮﻗﺎﺑﺔ اﻟﻔﻌﺎﻟﺔ واﻟﺘﺨﻄﻴﻂ اﻟﻨﺎﺟﺢ ﻳﻮﺻﻞ ﺑﺎﳌﺆﺳﺴﺔ ﻷﻋﻠﻰ Our study aims to define the effectiveness of strategic planning and control in light of public institutions, which in turn represent the main pillar in the development of the scientific level in terms of effective planning and developing effective plans to reach the modernity of management and change in institutional organizations, and we do not forget the most important role of control in terms of management and discipline in the conduct of personnel affairs. And the application of all strategies in an effective and timely manner in order to achieve progress and level, whether on the scientific and practical level, and even the self-sufficiency of the institution and its employees, and the optimal use of time and effort due to the application of the correct approach to effective control and successful planning that leads the organization to its highest professional and economic levels.
