دور التدقيق التشغيلي في تحسين أداء المؤسسة الاقتصادية دراسة ميدانية للمؤسسة الجزائرية صناعة الأنابيب الناقلة للغاز - وحدة غرداية -

Abstract

تهدف هذه الدراسة إلى التعرف على أهمية ودور التدقيق التشغيلي في تحسين أداء المؤسسة الجزائرية لصناعة الأنابيب الناقلة للغاز، و يمثل التدقيق التشغيلي أحد الاتجاهات الحديثة للتدقيق الذي يسعى التأكد من مدى صلاحية مدخلات و مخرجات الوظائف الإدارية، كما يهدف إلى تقييم كفاءة الإدارة و استخدامها الأمثل و الكفء لمواردها المختلفة، ولتحقيق أهداف هذه الدراسة تم تصميم استبانة وزعت على عمال و مدققين و موظفين بالمؤسسة spss الجزائرية لصناعة الأنابيب الناقلة للغاز بغرداية، وقد تدت معالجة النتائج باستخدام برنامج التحليل الإحصائي .-19 و من نتائج الدراسة يتضح لنا أن التدقيق التشغيلي لم يلقى الاهتمام الكافي من طرف الهيئات المهنية في الجزائر إلى الآن، كما يفتقد إلى معايير واضحة تخدم هذا المجال، أ ون مؤسسة صناعة الأنابيب الناقلة للغاز تهتم بهذا النوع من التدقيق باستخدامها التدقيق التشغيلي الذي يهتم بتدقيق وظائف وأنشطة المؤسسة و لكن بدون استعمال واضح لمعايير التدقيق التشغيلي. وأوصت الدراسة بعدة توصيات أهمها ضرورة اهتمام الهيئات المهنية و التعليمية بالتدقيق التشغيلي و إيجاد نظام متكامل لتدقيق جميع الأنشطة المالية والإدارية والاقتصادية والاجتماعية باستعمال معايير واضحة ومحددة وإصدار تقارير دورية شأنها شأن التدقيق الماليThe study aims at recognizing the importance and role of operational auditing in improving the performance of the organization. Operational auditing is one of the modern trends of auditing which seeks to ascertain the validity of the inputs and outputs of administrative functions. It aims at evaluating the efficiency of management, In order to achieve the objectives of this study, a questionnaire was distributed to the workers, auditors and employees of the establishment of gas pipelines in Ghardaia. The results were processed using the statistical analysis program (SPSS-19). The results of this study indicate that the operational audit has not received sufficient attention from the professional bodies in Algeria so far, it lacks clear standards to serve this field, and that the Gas Piping Industry Association takes care of this type of audit by using the operational audit which is concerned with checking the functions But without explicit use of the operational audit standards. The study recommended several recommendations, the most important of which is the need for professional and educational bodies to scrutinize the operational audit and find an integrated system to audit all financial, administrative, economic and social activities using clear and specific criteria and issuing periodic reports, as well as financial auditing..
