Abstract

تهدف هذه الدراسة إلي معرفة دور السندات الحكومية كمورد للإدخار، و مدى فاعليتها في تعبئة المدخرات ، بالإضافة إلي تبيان دور القرض السندي كمصدر بديل للتمويل في ضل تراجع الموارد النفطية في الجزائر للفتًة ما بين ) 2016 - 2019 ( ، و هذا ما سيظهر من خلال الإجابة على الإشكالية المطروحة و المتمثلة في ما مدى فعالية السندات الحكومية في تعبئة المدخرات ؟ بغية الإلمام تمختلف جوانب الدوضوع و الإجابة على الإشكالية الدطروحة تم الإعتماد على الدنهج الوصفي التحليلي من أجل الإحاطة بدور السندات الحكومية في تعبئة الددخرات ، أما فيما يخص الفصل الثاني و المتضمن الجانب التطبيقي اعتمدنا منهج دراسة حالة ، بهده معرفة دور القرض السندي كمصدر بديل للتمويل ، و كمرحلة أختَرة تم التوصل إلي عدة نتائج ترمي إلي اعتبار التمويل الداخلي أوؿ مصدر تلجأ إليو الدولة لتغطية احتياجاتها الدالية ؛ كما تعتبر القروض السندية من أىم مصادر التمويل التي اعتمدتها الدولة الجزائرية بعد تراجع أسعار البتًوؿ حسب لستلف التقارير التي وردت حوؿ عملية القرض السندي في محتلف الفروع و الوكالات التي اعتمدتهto know the role of government bonds as a resource savings, and their effectiveness in mobilizing domestic savings, as well as to clarify the role of the loan as an alternative source of funding in the sindhi missed the retreat of oil resources in Algeria for the period (2016-2019), and this is what will be the answer to the problem at hand and of the effectiveness of government bonds in the mobilization of savings?
