فعالية نظام مراقبة التسيير في تحقيق أهداف المنظمة دراسة ميدانية في المديرية الجهوية بواد نومر –مركز الإنتاج-

Abstract

تهدف هذه الدراسة الى معالجة موضوع فعالية نظام مراقبة التسيير في تحقيق أهداف المؤسسة، وذلك استنادا الى واقع مراقبة التسيير في المؤسسات الاقتصادية الجزائرية والتحديات التي تواجهها من طرف عدة معوقات أبرزها سوء استخدام الموارد المتاحة، لما ينجم عنها من فرص مهدورة أمام المؤسسة في حدود محيطها الخارجي . وبهدف إرساء مقاربة علمية وعملية حول إشكالية الدراسة تم التعرف على الإطار المفاهيمي لمراقبة التسيير ومحددات فعاليتها في المؤسسات، فكانت هذه الدراسة قصد التعرف على فعالية هذا الأخير في تحقيق الأهداف. وباعتبارها من أهم العناصر الإدارية في أي مؤسسة، كانت دراستنا في مديرية واد نومر – مركز الإنتاج-، وذلك للتأكد من مدى تطبيقه فعلا والعمل بأدواته في رسم الخارطة المستقبلية لأهداف المؤسسة . حيث تم التعرف على ماهية نظام مراقبة التسيير عن طريق أدواته )لوحة القيادة، الميزانية التقديرية، نظم المعلومات( و دور هذا الأخير في اكتشاف الانحرافات وتفسيرها وتحليلها ومن ثم اتخاذ قرارات فعالة وفورية قصد معالجة هذه الانحرافات . وبالتالي زيادة الفعالية الاقتصاديةThe aim of this study is to address the effectiveness of the governance system in achieving the objectives of the institution, based on the reality of monitoring the management of Algerian economic institutions and the challenges faced by several obstacles, most notably the misuse of available resources, resulting in opportunities that are wasted in front of the institution within its external perimeter. In order to establish a scientific and practical approach to the problem of the study, the conceptual framework for monitoring the management and its determinants of effectiveness was identified in the institutions. This study was intended to identify the effectiveness of the latter in achieving the objectives. As one of the most important administrative elements in any institution, our study was in the Directorate of Wade Nomer - the production center - in order to ascertain the extent of its application and work its tools in drawing the future map of the objectives of the institution. The steering control system was identified by its tools (dashboard, budget estimate, information systems) and its role in detecting, interpreting and analyzing deviations, and then making effective and immediate decisions to address thes deviations.
