Abstract

تهدف هذه الدا رسة الي دارسة دور التحصيل الضريبي في تمويل الجماعات المحلية ،حيث تكتسي الجماعات المحلية أهمية كبيرة في تحقيق تنمية الإقتصاد الوطني، ومن أجل تحقيق تنمية مستدامة سواء عمل على المستوى المحلي أو عمل على المستوى الوطني، وجب توفير الإمكانيات اللازمة لتحقيقها، لذلك عمدت الدولة الجزائرية إلى وضع آليات من أجل تمويل الجماعات المحلية، حيث فرضت مجموعة كبيرة من الضرائب والرسوم، ،والتي تؤكد في مجملها على ضرورة تحقيق التكامل بين الإدارة المركزية للدولة والإدارة المحلية بغية تنمية الإقتصاد الوطني بشكل مستديم ، ومن خلال الد ا رسة التي قمنا بيا وجدنا اف التحصيل الضرائب المحلية منها ما يعود كمية للدولة أو لمجماعات المحلية أو التي تشترك فيها الدولة مع الجماعات المحلية ، و تعد من أهم الموارد الجماعات المحلية ، حيث تحتل مكانة هامة في ميزانية الجماعات المحلية ، إلا أنيا تعتبر ضئيلة ولا تكفي لتغطية النفقات المتزايدة للجماعات المحلية ، وبالتالي تلجأ الى الإعانات التي تتحصل عليها في السلطات المركزيةThe aim of this study is to study the role of tax collection in the financing of local communities, where local communities are of great importance in achieving the development of the national economy.
