دور نظام مراقبة التسيير في تحسين أداء المؤ سّسات الاقتصادية - دراسة حالة

Abstract

الإجابة على إشكاليّة الدراسة تمّ الاعتماد على منهج دراسة الحالة من أجل تحليل واقع نظام مراقبة التّسيير بشركة مناجم الفوسفات بتبسة ودوره في تحسين الأداء، من خلال اقتراح نموذج لبطاقة الأداء المتوازن للشركة لقياس أدائها الشّامل خلال وقد أظهرت نتائج الدّراسة أنّ شركة مناجم الفوسفات بتبسّة كغيرها من . "BSC Designer" مج X ستخدام بر Z سنة 2020 المؤسّسات الاقتصاديّة العموميّة الأخرى تُعاني من سوء التّسيير، ولا تزال تعتمد في تقييم أدائها على أدوات كلاسيكيّة لا تستجيب لمتطلّبات قياس الأداء الشّامل. إنّ شركة مناجم الفوسفات بتبسّة لديها من الإمكانيّات والمقومّات الّتي تجعله ا تطبّق الأدوات الحديثة في مراقبة التّسيير لتحسين أدائها الّذي يغطي كافّة أبعاد ومجالات النّشاط المختلفة، وبذلك يُعطيها دفعًا كبيرًا نحو استيعاب احتياجات ا. وعليه يجب على الشّركة أن تستفيد من الأدوات الحديثة في مجال أصحاب المصلحة بما يتوافق مع أهدافها وإستراتيجيّا ستراتيجيّة عملها خاصّة في ظلّ الظّروف الرّاهنة الّتي تشهد تغيّرات وتطوّرات كثيرة ومتنوّعة v عملها، لاسيّما بطاقة الأداء المتوازن، نظرًا لارتباطها المباشر This study aims to clarify the role of the management control system in helping to improve the performance of Economic Enterprises, and in order to answer the problem of the study, the case study method was relied on in order to analyze the reality of the management control system in the Tebessa Phosphate Mines Company and its role in improving performance by proposing a model for the company's balanced scorecard to measure its comprehensive performance during the year 2020 using the "BSC Designer" program. The results of the study showed that the Tebessa Phosphate Mining Company like other public economic Enterprises suffers from mismanagement, and it still depends in evaluating its performance on classic tools that do not respond to the requirements of comprehensive performance measurement. The Tebessa Phosphate Mines Company has the potential and components that make it apply modern tools in management control to improve its performance which covers all dimensions and different fields of activity, thus giving it a great impetus towards accommodating the needs of stakeholders in conformity with its objectives and strategies. Accordingly, the company must take advantage of modern tools in its field of work, especially the balanced scorecard, given its direct link to its work strategy, especially in light of the current circumstances that are witnessing many and varied changes and developments
