السياسات التجارية وأثرها على ميزان المدفوعات في الجزائر خلال الفترة(1990-2020)

Abstract

تناولنا في هذا البحث إشكالية تأثير ادوات السياسة التجارية على الميزان المدفوعات حيث ان الجزائر عرضة للازمات النفطية لتغطية وارداتها وهذا إما ينتج عنه اختلال في ميزان المدفوعات بحكم عدم استقرار أسعار النفط لتأتي بعدها أزمة جائحة كوفيد 19ومن اجل تحقيق التوازن في ميزان المدفوعات اتخذت الجزائر عدة إجراءات وآليات للتخفيض من تلك الاختلالات. كما هدفت دراستنا الى محاولة تطبيق نمذجة قياسية لأثر بعض المتغيرات لسياسة تحرير التجارة الخارجية والسياسة التجارية على الميزان الخارجي في الجزائر لفترة 1990-2020 وذلك من اجل محاولة فهم وتفسير طبيعية العلاقة الاقتصادية لبعض المتغيرات (سعر المصرف – الواردات – الصادرات – معدل التضخم – إجمالي تكوين رأس المال -الإستثمار الأجنبي المباشر والميزان الخارجي).على ميزان المدفوعات توصلت الدراسة الى وجود علاقة طويلة الاجل بين المتغيرات الاقتصادية المختارة وتأثيرها على الميزان الخارجي في الجزائر سواء في الاجل القصير او الطويل In thisresearch, wedealtwith the problem of the impact of tradepolicytools on the balance of payments, as Algeriaissubject to oil crises to coverits imports, and thiseitherresults in an imbalance in the balance of payments due to the instability of oilprices, followed by a severecrisis of Covid 19. In order to achieve a balance in the balance of payments, Algeria has takenseveralmeasures and mechanisms to reducetheseimbalances. Our studyalsoaimed to try to apply standard modeling of the impact of some variables of the foreigntradeliberalizationpolicy and tradepolicy on the external balance in Algeria for the period 1990-2020, in order to try to understand and explain the nature of the economicrelationship of some variables (bank rate - imports - exports - inflation rate - total formation Capital - foreign direct investment and external balance). On the balance of payments, the studyconcludedthatthereis a long-termrelationshipbetween the selectedeconomic variables and their impact on the external balance in Algeria, whether in the short or long term
