دور الخزينة العمومية في تنفيذ ميزانية الدولة دراسة حالة خزينة ولاية غرداية2019-2021

Abstract

هدفت هذه الدراسة إلى معرفة الأداء التنفيذي والرقابي للخزينة العمومية متمثلة في دورها في تنفيذ ميزانية الدولة في شتى ظروفها السياسية والاجتماعية والاقتصادية ،حيث تطرقنا إلى مفاهيم الخزينة العمومية وتطورها عبر الزمن مبينة الأهمية البالغة لها في الدولة ماليا واقتصاديا وسياسيا واجتماعيا مبرزة دورها القائم على الحفاظ على المال العام من خلال السير الحسن في استغلال أموال العامة وتطبيق ميزانية الدولة على أرض الواقع . كما تناولنا في الجانب التطبيقي للدراسة دورها في تنفيذ الميزانية حيث تطرقنا إلى بحث حجم الإيرادات والنفقات ميزانية الدولة لثلاث سنوات شهدت فيها الدولة تقلبات وظروف استثنائية من خلال الخزينة الولائية وللوصول لأهداف الدراسة تم استخدام المقابلة أداة البحث في الدراسة الميدانية ،وأعتمدنا في تحليل البيانات على أدوات التحليل الاقتصادي ، وفي الأخير خلصت هذه الدراسة دور الخزينة العمومية في تنفيذ ميزانية الدولة يحكمها نصوص وقوانين تنظيمية تجعل منها الحارس على المال العام من خلال دورها الرقابي والتنفيذي للعمليات المحاسبية الصادرة عن الآمرين بالصرف في جميع الظروف التي تعيشها الدولة سواء كانت اقتصادية أو اجتماعية أو سياسية. This study aimed to know the executive and supervisory performance of the public treasury represented in its role in implementing the state budget in various political, social and economic circumstances, where we touched on the concepts of the public treasury and its development over time, showing the critical importance to it in the state financially, economically, politically and socially highlighting its role based on the preservation of public money through good conduct in the exploitation of public funds and the application of the state budget on the ground. We also addressed in the practical aspect of the study its role in the implementation of the budget where we discussed the volume of revenues and expenditures state budget for three years in which the state witnessed fluctuations and exceptional circumstances through the state treasury and to reach the objectives of the study the interview was used research tool in the field study, and we relied in the analysis of data on the tools of economic analysis, and in the end concluded this study the role of the public treasury in the implementation of the state budget governed by provisions and regulations that make it the guardian of public money through Its supervisory and operational role for accounting operations issued by the orders to spend in all circumstances of the state, whether economic, social or political.
