Abstract

تهدف هذه الدراسة محاولة تسليط الضوء على دور الادارة الالكترونية في تحسين الخدمات الرقمية العمومية من خلال الاطار النظري ومحاولة إسقاطه على بلدية المنصورة ولاية غرداية ، وتحليل ومعرفة طبيعة وقوة العلاقة الارتباطية بين المتغير المستقل (دور الإدارة الالكترونية ) والمتغير التابع (الخدمات الرقمية العمومية ) من أجل تحليل إشكالية الدراسة بطريقة علمية ومنهجية اقتضى الامر استخدام المنهج الوصفي ، ومنهج التحليلي , حيث تمت معالجته باستخدام استبيان إلكتروني، تم تصميمه انطلاقا من مراجعات سابقة في الموضوع، حيث تقيس عباراته آراء و تصورات عينة الدراسة ببلدية المنصورة ولاية غرداية تؤثرالإدارةالالكترونيةعل ىشكل الخدمةالعموميةالرقمية،منخلال الآليات المتمثلة في شبكةالانترنت ومختلف المعدات التقنية والتكنولوجية . وقد توصلنا الى مجموعة من النتائج من أهمها أن الإدارةالالكترونيةهي بديل جديد يعيد النظرفي علاقة الفرد بالمؤسسات الحكومية،والتحول للروابط الافتراضية،بما يحسن من سرعةالاستجابة ويزيد من مستوى الفعالية لدى الأجهزةوالمنظمات الحكوميةأثناء تأدية الخدمات العمومية الرقمية. This study aims to try to shed light on the role of electronic administration in improving public digital services through the theoretical framework and trying to drop it on the Mansoura municipality in Ghardaia; Analysis and knowledge of the nature and strength of the correlation between the independent variable (the role of electronic management) and the dependent variable (public digital services) in order to analyze the problem of the study in a scientific and methodical manner. A precedent on the subject, as its expressions measure the opinions and perceptions of the study sample in the municipality of Mansoura, Ghardaia state, and electronic administration affects the form of digital public service, Through the mechanisms of the Internet and various technical and technological equipment. We have reached a set of results, the most important of which is that electronic management is a new alternative that reconsiders the individual’s relationship with government institutions, and the transition to virtual links, which improves the speed of response and increases the level of effectiveness of government agencies and organizations during the performance of digital public services
