متطلبات التحول نحو الادارة الالكترونية لتحقيق التنمية

Abstract

يتناول هذا البحث نشأة الإدارة الإلكترونية وتطورها وانتشارها في مختلف التخصصات الإدارية. نتناول عوامل ترسيخها في الدول المتقدمة، مستعرضين خلفيتها النظرية وأحدث الدراسات التطبيقية التي تسعى لاكتشاف آثار كل عامل في الحد من انتشارها. كما نسلط الضوء على أهم العوامل التي يمكن أن تُحدث تحولات إيجابية في تعاملات الحكومة مع المواطنين، مما سينعكس إيجابًا على التنمية بمختلف جوانبها الاقتصادية والاجتماعية والإدارية. تهدف هذه الدراسة إلى توضيح متطلبات التحول إلى الإدارة الإلكترونية لتحقيق التنمية الشاملة، من خلال تقديم مجموعة من المتطلبات المتميزة، تبدأ بالأساس الذي يمثل البنية التحتية للحكومة الإلكترونية. كما نسلط الضوء على أهم أوجه القصور التي يجب على الحكومة تبني استراتيجيات واضحة وشاملة لمواجهتها لتحقيق هذا النجاح.

This research examines the origins, development, and dissemination of e-administration across various administrative disciplines. We examine the factors behind its consolidation in developed countries, presenting its theoretical background and the latest practical studies that seek to discover the effects of each factor limiting its spread. We also highlight the most important factors that can bring about positive transformations in government interactions with citizens, which will impact development in its various economic, social, and administrative aspects. This study aims to clarify the requirements for transitioning to e-administration to achieve comprehensive development by providing a set of distinct requirements that begin with the foundation, which represents the infrastructure for e-government. We also highlight the most important shortcomings for which the government must adopt clear and comprehensive strategies to achieve this success.
